The best way to grow and sustain jobs is to encourage a healthy business
climate. That is why Delegates Boteler and Cluster have always tried to consider
the impact of laws and regulations on businesses. In the past three legislative
sessions, they consistently opposed sales and income tax increases. They also
opposed the health maintenance organization (HMO) tax levied by the General
Assembly, over Governor Ehrlich’s veto, that is now being passed onto consumers.
According to Maryland Businesses for Responsible Government, a nonpartisan
business advocacy group, Delegates Boteler and Cluster ranked among the highest
legislators in Baltimore County on business issues.
