Maryland’s environment is one of its greatest resources. Delegates Boteler and Cluster believe that special care must be taken to protect the Chesapeake Bay and preserve open space for conservation and recreation.

In 2004, Governor Ehrlich proposed, and the Maryland General Assembly adopted, a Chesapeake Bay Restoration Fund to clean up Maryland’s greatest natural resource. Joe Boteler and John Cluster were the only delegates from the Eighth District who supported this landmark initiative.

Delegates Boteler and Cluster have also made open space a top priority. In a growing area like northeastern Baltimore County, it is important to constantly renovate our athletic fields and identify land for new recreational sites. Delegates Boteler and Cluster successfully lobbied to transfer land along Minte Drive in Perry Hall from the state to Baltimore County for a future community park. In the 2005 legislative session, Delegates Boteler and Cluster joined with other legislators to secure funding to improve the ballfields at Fullerton Elementary School and renovate the cabins at Lillian Holt Park in the Overlea area.
