Transportation is a top priority for Delegates Boteler and Cluster. In older communities like Parkville and Overlea, aging roads need to be upgraded. In newer communities like Perry Hall and White Marsh, roads need to be expanded or built to accommodate growth.

In 2004, the Maryland General Assembly passed Governor Ehrlich’s transportation initiative, which increased funding for projects throughout Maryland by more than $238 million annually. Delegates Boteler and Cluster secured more than $25 million for projects in northeastern Baltimore County:

$9 million to finish the Harford Road streetscape in Parkville;
$16 million to finish the Philadelphia Road streetscape in Rosedale and start a streetscape along Belair Road in Overlea; and
$300,000 to evaluate safety at the Belair/Joppa Road intersection in Perry Hall.

When Delegates Boteler and Cluster learned that the Motor Vehicle Administration planned to close its Express Office in Towson, they suggested a new location at North Plaza Mall Shopping Center. In June of 2004, the state announced plans to move the MVA office to this site. The new Loch Raven/Parkville MVA office will offer basic driver license services for motorists in northeastern Baltimore County.
